"It Takes a Thief to Catch a Thief" Brilliant movie and this theme is used currently in White Collar (a most excellent series, BTW). However this is about an under-the-radar series running '11-'12. An ensemble thing with the usual motley assemblage run by flawed bosses. The catchers are crooks earning time off the sentence for every escaped prisoner they bring back.
