I really dont think there is a "best" however, my response would be (as cliche as it is) Bob Marley.
There are many greats though.. these days I really like the sound coming from Slightly Stoopid, mixing reggae, rock, punk, alternative, and jazz into a melodic harmony. Who would you say is best??
