I think dust storms qualify as weather - in which case "Dusty Old Dust", written by Woody Guthrie qualifies.

The song is better known by its alternate title "So Long It's Been Good To Know Yuh". It appears on his "Dust Bowl Ballads" and was popularised by Pete Seeger's group The Weavers.
