Neil Young has around 30 studio album that have not been released...he recorded them,then shelved them because he was off on his next idea at the time, maybe Waits has the same sort of 'muses' as Young

I find his stream of consciousness pretty 'psychedelic' anyways.
But, don't see how he could produce a 'psychedelic' album without a booth and a studio?
