Tobias Sammet's Avantasia "ghostlights"
Tobias is a German multi instrumentalist/songwriter and vocalist...
Avantasia is the 'rock opera' side of him....
he uses guest vocalists on this album...
I guess he finds the right voice for the right song...
as soon as it started I heard Jim Steinman all over the first track...
I also hear modern Meatloaf sounds on various tracks here...
ok, so its unfair to make Steinman comparrisons , but its heading in that
direction...
this is as close as it gets to that sound without it being plagaristic IMO...
this is a good album IMO

that linked track also happens to be the first track...where I wrote "as soon as it started I heard Jim Steinman all over the first track...."
I suggest you listen to the full album on Spotify at some point when you get the chance, thirteen tracks in all and then some bonus live cuts(I didn't bother with the live tracks, but I will get back to them at some point)
even the cover art has a Steinman/Meatloaf feel to it IMO.
