Combine that with the assumed majesty of the County Sheriff, the lower class didn't stand a chance in unequal disputes or intra-ghetto (white or black) fussin'. The Sherrif picked a candidate, locked them up and when the CC rider showed, convicted his ass. It may have been similar in the ruralities of Britain and colonies--I don't know.
