Arguing genres is like arguing politics. But I'd say the distinguishing factor of Stoner Rock is that, apart from the heaviness, it's more like hard rock than metal, especially when you consider the simple riffs and more traditional rock/blues base. Same with Sabbath, especially since they really pre-dated the wide use of the term anyway.
In my mind, metal has really come to mean everything from NWOBHM and Motorhead forward that has wandered away from warm, comfortable rock riffs, and relies more on speed, aggression, chugging, and soloing with scales outside the blues scale.
Of course, the music press calls anything harder than Enya "metal", who who's to say?
