I didn't understand it

it's about power (the puppeteer) who controls information and people (cops, workers) and punishes those who disobey by, for example, reading books, playing music or who becomes self aware and gets free from bonds.
In the end the puppeteer control gets canceled buy an (his) innocent chilld and the cops who once fought the free become self aware aswell and join the free people making the puppeteer powerless.
Basically it describes our society and syas we shouldn't let anyone control us and tell us what to do or what to think.
