Its a term made up by rappers.
Its automatic gun fire, sounds like a helicopter.

also, just been told that the term "choppa" also refers to so some close-in hand-to-hand combat weapons in some forms of martial arts.
(i doubt Rappers would mean this version though as they like their firearms)
