Exactly the question and it can be one of those "angels dancing on the head of a pin" definitional thingies. For me it cuts this way: if the group or its members came mostly from a rock tradition, it's jazz-rock; if it/they came mostly from the jazz tradition, it's fusion. Nothing hard-and-fast about this, and absent knowing the players, how would you make a judgment call? It can get even crazier--what would you call this? Funk-jazz? http://www.youtube.com/watch?v=pIoCSkjz8aA << Mr. Hancock doesn't dabble--he's full-tilt in whatever he does. Then you get to hip-hop elements in the more-modern jazz of Skerik. This lad and his crew throw everything in the hopper and what comes out is...? http://www.youtube.com/watch?v=yJVOx6FZPXI More on this: http://www.allmusic.com/album/skeriks-syncopated-taint-septet-mw0000035123 << this album is a decade old and Skerik has only gotten better.
BTW, I'm ADD and OCD--I forget to wash my hands 50 times a day.

R_burke thanks so much for sharing--I hadn't heard that version in years, and seen that quasi-cowboy clip (with his pants cinched at his ribcage) never. A mere glimpse into the magic of Billy Stewart--worth a further look into. You did say "...but CERTAINLY not least"? Maybe I misread...
