I find your quote..."rules of English grammar don't apply in proper naming--they can come from anywhere in any language"...a little strange! ...lol...That means I can spell New York or my name anyway I want to ????...lol

as far as education goes out here...
a student can spell incorrectly and still get their work marked with a "pass grade" because the new educational principal is: as long as they try and the intention is there
WTF is happening in society when a half-arsed effort can get you passing grade!
in my day content was 60% the score and correct grammar was the other 40%.

Maybe we and he have it wrong-way-about. Beiber" means "beaver" in German and maybe an Immigration Agent screwed it up. Bigger point, why stick foreign words with English grammar and spelling rules, especially names?
